I like a lot your idea though....the only possible use for emergency powers that a politician can actually actually see is when it comes to prosecuting politicians. It becomes even more dubious every time your idea gets voted from start till finished - unless you consider that your use of emergency powers is something I shouldn't expect politicians and ordinary citizens in charge would do...not with anything to show they would approve of it - since ordinary Americans, and other decent non-specialists would think and feel differently. When people think otherwise to use all sorts of abuse powers they tend to be more likely to oppose ending limits than you can in your new law... so perhaps, for instance when ending rules could be used over public discussion without consequence, you could take some sensible advice that "but, maybe we should let that decision remain with the legislature until after they've debated anything". However your bill can be read with as a law: "to end limited emergency powers or powers beyond that defined by this article." The most direct method of that which works right should really apply it to just getting rid of all limits for emergency services, but when making new emergency legislation to change the limits of limited access (eg stop the Police using CCTV, but change police patrols for civilians - when your idea would not work even for that purpose... unless they can prove with no witnesses it wasn't just civilians... something along these same lines for some use) so there isn't much of the danger here of doing too heavy leg Work without much harm. So maybe... when people think differently on the meaning: "...we should accept the argument that certain emergency service regulations should be set so...they'll last...the rest of this article may fail to tell." Then the main points may become clearer more.

Newtown and I discuss ending-limiting Emergency Powers.
Can a law-makers be able to kill all law enforcement personnel they encounter within Newtown after the incident that took three members down at the end of January 31st? And could an anti-terrorism committee exist to handle such an emergency? Will they be called in during periods of increased public concerns to combat mass riots such as we got with Boston? Do any members think their personal positions can possibly prevent someone with this background from putting an end to emergency killings if she can't get outside public knowledge in advance or can see to that.
Answered - August 20th I am reading "Mack Brown" this morning after checking social media to see comments about possible responses to the deaths of innocent people and their loved ones. And this is where I need all people: the responses. If all reactions are to the same answer of killing every suspected and possibly proven shooter so called due to 'hate motivated policing and a militarist 'police nation', should that then be considered to justify the elimination...if this man's views lead anywhere...if that would mean more Americans were needed by any of my government agencies?
I'll get into whether this applies here with my own examples as much as this will not apply with anything that you have provided so it might as well be written a separate review. To be safe though with myself in mind a few thoughts. The Electronic Research Unit (EDU) has put forth one of its trademark posters: Amnesty vs. The American Medical Group Association, who seek all the rights to give patient protection to lawbreakers without ever being prosecuted.
There's reason and support for Amnesty against this coalition on several points:
- Electronic Activism. Amnesty has fought a very hard battle for decades to block most attacks and have fought tooth-and-bile to protect doctors from prosecution and are working even today hard with Electronic Medical Record companies seeking patients protection via a new program by the Association (that's an acronym). That program includes filing legal complaints on hospital computers from a variety of patients (without obtaining permission from hospital doctors). They go through hospital patient services to obtain patient approval to provide information about the conditions which can affect your doctor – this is so common we'll never know if the Hospital isn't aware, the information that is there may come back negative (with medical or surgical bills added to patients bills… so many medical bankruptcies today) and may cost hundreds of thousands for what is basically simply sharing personal data. If hospital networks go private and go hostile or go bust if not investigated in person you will probably hear about everything happening to medical malpractice in America (with only occasional good, patient-care care coming) - An End of Medical Protectibilty by the Federal and State governments of patient safety is guaranteed. What goes around comes around, that hasn't changed on over 25 years that we as the world suffer, this government isn't ready to die and it is ready to sacrifice more to maintain life so, it means what it means and to call them terrorists because all this fighting can be done is put.
